Summary:
Code is usually only running in a single block at the same time on the SFC main CPU. The current block number is stored in an 8-bit programmable block register. It runs at 3.58MHz, but when the CPU tries to read and write to other hardware, this hardware can temporarily slow the CPU down to 2.58MHz or even 1.56MHz. In fact, the program in the cartridge is often a mixture of high-speed and low-speed ROM, and the low-speed ROM can only be accessed at a speed of 2.58MHz.
